How much power do Myspace School Forum Moderators truly have?

Well, the mod. of our school forum claims to get paid, be able to read anyones emails whenever/why ever he pleases and also claims to have the power to delete Myspace users whenever he feels like it. I would just like to know the truth, can he really do all this? (He has been known to love controlling people/having power, thats why I'm asking.)
