Air Force Security Force experience and a Criminal Justice degree looks good for state trooper job?

Does it really mean anything, because I have people telling me that military experience doesn't mean anything at all and I will be in the same situation as the same person that has a degree trying to get a trooper job also. Is that true or false? And thank you. And also if I do become a Trooper, I still want to be able to serve my country as well. Should I join the reserves or the guard?
