Can i claim compensation for a road accident as a result of an oil spill?

I had an accident as a result of skidding on a diesel spill. Mine was the only car involved but heavily damaged. The police say it was sufficiently covered but cars were skidding and one other car had crashed. Can i claim compensation? Who is to blame if anyone?
