Single Mother raising a 16 year old?

I strongly suggest you take her to the doctor/health department and get her birth control and talk about them having condoms. I'm not being disrespectful only realistic. It sounds like they do not plan on slowing down with the p.d.a. and seems like they are closer and closer to "going all the way" Try to talk to her about the p.d.a. and how it may lead to people viewing her negatively and also try having the doctor tell and show her how to properly use the birth control, it they are going to do it ( and they probably are) at least they will be as safe as possible
