How can I get my 1 year old to go to sleep without bottle?

I have a 4 year old that was a breeze to get off the bottle and my 1 year old is the complete opposite. She is generally the more needy of my 2 kids. My oldest has always been more independent and I never had problems with her. However my youngest is so clingy and very much a "baby" in her mind. I cant lay her down with out a bottle and listen to her scream herself to sleep..... any advice? Also, my oldest never took a pacifier and my youngest does, when should she come off that also?
